The Berea College Conference On Appalachian Development, April 22-23, 1964, followed on President Lyndon Johnson's January State-of-the-Union address in which he had declared and "unconditional war on poverty in America" The conference featured a series of academics, government planners, and private citizens expressing their views on the nature, extent, and possible solutions to the social and economic problems of the Appalachian region of Kentucky The next day after the conference, April 24th, President Johnson made his much publicized visit to Martin and Johnson Counties, Kentucky Perley Ayer, then Executive Director of the Council of the Southern Mountains spoke at the Conference's close to summarize the various opinions that had been offered and to give his own views
