Bill Williams (1897- 1973), was a blues/ragtime guitarist from Richmond, Virginia but spent most of his life in Greenup, Kentucky, working for the C&O Railroad Williams started his career working with Blind Blake Williams was also a Kentucky Colonel and was sometimes known as Colonel Bill Williams Fiddler JP Fraley and his wife Annadeene, established the Fraley Festival of Traditional Music in 1970 at Carter Caves State Park in Carter County, KY, which continues to the present
